Review Frequency is basically the frequency in which you need to view a Location to take action on Items in the Location. You can set a review frequency for a Location for Paper Tiger to give you a reminder to review in two options X number of Weeks or X number of Months. The reminder shows up in the top of the application when you log into Paper Tiger Online.
