Is my folder a location, or is my filing drawer a location

If each hanging folder contains say 50 pieces of paper, then should that folder be a location?
If so, then what are the filing labels for? To me it seems like you cannot put more than one piece of paper into each item?
Does this make sense?

Your hanging folder would not be a Location in Paper Tiger. Your hanging folder would be the Item Name. This knowledge base article might be helpful to you:
